Permit to Purchase/Transfer Ownership
Minnesota law requires a resident to have a Permit to Purchase/Transfer in order to obtain a handgun through a purchase, sale, gift, loan, assignment or other delivery from another person. If a resident has a valid permit to carry a handgun, that permit constitutes a permit to purchase.
Pequot Lakes, Jenkins and Jenkins Township residents who do not have a permit to carry must go to the police department to apply for a Permit to Purchase/Transfer. State law requires law enforcement agencies to conduct a series of background-related checks to assure the eligibility requirements established in state law are met.

A Permit to Purchase/Transfer or a denial letter will be mailed within seven days or soon thereafter. Permits to Purchase are valid for one year. There is no fee.
Minnesota law requires all handgun transfers be reported to local law enforcement agencies (police departments and sheriff's offices). If selling a handgun and the buyer has not obtained a permit to purchase, the seller must notify the local law enforcement agency of the potential transaction. Once the law enforcement agency receives the transfer/purchase agreement, the agency has five days to determine the potential buyer's eligibility to possess a handgun.
Permit Process/Requirements
- Complete the Permit to Purchase Application in person. All areas of the application must be filled in completely, signed and dated on the date presented. Falsified applications will be reviewed for possible criminal prosecution.
- Must be a US Citizen or Legal Alien. Applicants must have a current Minnesota Driver's License, Minnesota ID Card, or Passport with supporting residency documentation on their person at the time of application.
- Must be 21 years or older under Federal Law to acquire handguns from licensed dealers.
- Must not be a fugitive. Any type of warrant (petty parking) classifies a person as a fugitive.
- Must not be the subject of a restraining order.
- Must not meet any crimes of violence criteria.
Option for a one-time purchase
For a one-time purchase of a handgun from a gun shop or dealer without a Permit to Purchase, an application can be made directly at the gun shop/dealer where the purchase will be made. The gun shop/dealer will require a consent form to be completed to allow a background check to be conducted in order to determine eligibility to purchase a handgun. Gun shops/dealers are entitled to charge a fee for this service.

The Crow Wing County Sheriff’s Office 218-829-4749 handles all new and renewal permits to carry firearm applications as mandated by the State of Minnesota. As part of the application process, this unit conducts a rigorous background investigation on each applicant. If any criminal record or possible public safety concern is discovered, the applicant’s file is assigned to an investigator for additional follow-up. If no record or concern is discovered and applicant qualifies under state law, a permit to carry a firearm is issued.
The Crow Wing County Sheriff’s Office also ensures that current permit holders retain their eligibility to carry a firearm. The tasks performed by the sheriff’s office make certain that those people issued a permit to carry are not criminals, dangerous individuals, and meet the statutory requirements.

Renewal of Permit to Carry

Permits to Carry are valid for five years. Any five-year permit expires at 12:00 am midnight on the date of expiration listed on the permit. It is a violation of state law to carry a handgun without a valid permit to carry.
Renewal applications must be made in person at the Crow Wing County Sheriff's Office (304 Laurel Street, Brainerd, Minnesota). Office hours are 8:00 am to 4:30 pm, Monday through Friday (closed on holidays).
It is recommended that renewal application packets be submitted at least 31 days prior to expiration as the processing time can take up to 30 days. Note: renewal application cannot be made more than 90 days before a permit expires.
Requirements for renewal of a Permit to Carry:
- Applicant must appear in person and apply in the county in which they reside
- Applicant must present a completed application, please wait to sign and date until application is presented in person. The application is available to be downloaded from the Minnesota Department of Public Safety or at the Sheriff's Office
- Applicant must present a current, valid driver's license, state identification card or the photo page of their passport along with a legible copy. If using a passport, proof of current residency must be provided along with a legible copy.
- Applicant must present their current permit, and a legible copy.
- Applicant must present the original certificate of completed authorized training, and a legible copy. Training must be completed within one year prior to the date of the renewal application.
- Cash or check for the renewal fee of $60.00. After the expiration date, but within 30 days after the expiration, the permit can still be renewed. During this time the old permit is not valid, and you will not be able to carry until after you receive your renewal permit. 31 days after expiration the old permit can no longer be renewed, an application for a new permit will have to be submitted.
The Sheriff's Office will mail a new permit or explanation of denial within 30 days of receiving application.
